2013 terrain a/c vent issue

So my Daughter bought a used 2013 Terrain and we found that the A/C vents dont operate at all - I changed out the Blend door actuator and it switches between floor and defrost fine but nothing from the a/c vents at all, When the vents are selected it just comes out the floor ducts anyone have any ideas ?And yes the A/C vents are open
